Zephyrhills to discuss contract for manager

ZEPHYRHILLS -- The Zephyrhills City Council will have a workshop at 5 p.m. Monday to discuss the merits of creating an evaluation process for City Manager Steve Spina.
Officials initially talked about creating an evaluation process and a contract for Spina during a workshop in October.
The idea arose as a way for council members and Spina to make sure they were working toward similar goals and also to give Spina some job security.
"I think it could be very helpful," Spina said. "It would let us look at the whole picture and give me an idea if we're all on the same page.
Spina has said that if the council adopts an evaluation, he will ask for a contract, which he does not have now. He can be fired any time by a 4-1 council vote.
Council member Mike Bussell said recently he supports the idea of an evaluation process and a contract for Spina, as do most council members.
"I think it's the way to go; I always have," Bussell said. "Like him or not, he has no job security. I think we ought to give him job security with a contract. And if we evaluate him, he will know what (the) council wants and thinks and feels."
A regularly scheduled council meeting will follow the 5 p.m. session.
Among the 16 items on the agenda, council members plan on approving both the final draft of the city's employee policy and procedure manual as well as a collective bargaining agreement with the city's firefighter union.
