Zoning: Staff says no to horse center

KEYSTONE: Zoning staff are recommending denial of a request to allow a horse farm and equestrian events center on 39 acres off Huckavalle Road, north of Tarpon Springs Road. If approved, the rezoning would allow horse breeding, horse shows, summer camps, concession sales and boarding and stables for up to 257 horses. But in their recommendation to county commissioners, staffers said the equestrian center would "create intense peak periods of traffic activity" on Huckavalle and nearby rural roads during special events. They also wrote that the horse facility would be too intense for the surrounding rural community. The zoning hearing master will hear the proposal Tuesday. (Petition 02-0053)

A zoning hearing master also is scheduled to hear the following petitions this week:

CARROLLWOOD: M/I Schottenstein Homes Inc. will pitch its plans to a zoning hearing master on Monday for a 110-home subdivision proposed for 34 acres on the east side of Henderson Road, north of Williamsburg Way. Lot sizes would range from 7,150 square feet to 7,770 square feet. The site, north of Gunn Highway, is now zoned for agricultural uses. County staff and the Planning Commission have recommended approval of the development. (Petition 02-0794)

LUTZ: Developers seek approval to build 27 homes on nearly 24 acres of vacant property southeast of Hampton Village Drive and north of Bearss Avenue. County staff endorse the project. (Petition 02-0790)

CARROLLWOOD: Southerland Place, a 37,000-square-foot residential home community on Bearss Avenue, wants county permission to increase its occupancy from 84 to 125 residents. County staff and the Planning Commission approve of the expansion. (Petition 02-0766)

CARROLLWOOD: Developers want permission to change the site plans for a 3.8-acre site at the southeast corner of Gunn Highway and Henderson Road. The petition asks for a maximum of 25,000 square feet for commercial use, including the 2,940-square-foot 7-Eleven convenience store with gas pumps that now occupies the property. Zoning officials recommend approval of the project. (Petition 02-0683)

LUTZ: The owners of a 0.23-acre site off Chapman Road, east of Florida Avenue, want to convert a single-story home into an office. County staff and the Planning Commission have endorsed the proposal. (Petition 02-0708)

Zoning hearing master Martin H. Smith recently recommended approval of the following requests:

CARROLLWOOD: Developers seek a rezoning that would allow professional offices and a dance studio on nearly 9 acres off Linebaugh Avenue, west of Gunn Highway. County staffers also endorsed the proposal. (Petition 02-0518)

NORTHDALE: Budget Rent-A-Car wants to operate a truck rental business at a Pep Boys retail shop off Dale Mabry Highway, north of Hoedt Road. (Petition 02-0518)

Hearings of county zoning hearing masters and land use hearing officers, and land use meetings of the County Commission, are held on the second floor of the County Center, 601 E Kennedy Blvd. Zoning hearings begin at 6 p.m., and commission meetings begin at 9 a.m. Both are televised on government access channels.
