When the winning bidder is, well, we areBy LOUIS HAU© St. Petersburg Times published July 8, 2002 South Florida's Florida Power and Light Co. last week affirmed, after much consideration, that the best choice among competing bidders to provide it with an added 1,900 megawatts of generating capacity was . . . Florida Power and Light. The Juno Beach utility had made the same decision in January but agreed to review it after being bombarded with complaints from losing bidders. One bidder that didn't raise a peep of protest either time was Florida Power Corp. of St. Petersburg. "We certainly respect their decision," spokesman Aaron Perlut says. "Certainly FPL had the best insight into their power-generation needs." How could Florida Power Corp. say otherwise? It recently did the same thing, awarding itself a contract to build a power plant over rival bids. The state Public Service Commission is mulling changes to the bidding process and is scheduled to hold a public hearing on the matter July 19.
