BROOKSVILLE -- A judge has ruled that two groups can press forward with challenges to the Halls River Retreat project.
In an order signed July 18, Circuit Judge Jack Springstead denied Citrus County's request to dismiss court challenges brought by Save the Homosassa River Alliance and by Protect Our Waterways, a group of homeowners. Both argue the County Commission violated the county's comprehensive plan when it approved the 54-unit time-share complex.
Without taking a position on the validity of those arguments, Springstead found them legally sufficient for both cases to move forward.
