Randy Tolle, Bob Killian and John Mosley -- three Withlacoochee River Electric Cooperative workers -- were driving on Shady Hills Road on Thursday morning when they saw what they thought was a mannequin beside the road.

When they stopped to check it out, they discovered it was a woman's body.

They tried to save her but realized they couldn't, Withlacoochee officials said.

Pasco County sheriff's investigators call the woman's death a homicide. They closed a stretch of Shady Hills Road and worked through the morning Thursday collecting evidence at the scene, about a fifth of a mile north of State Road 52 on the east side of Shady Hills Road.

As of late Thursday, they had not identified the body.

The workers found the body about 9:20 a.m., Withlacoochee spokesman Ernie Holzhauer said. It was at the edge of the woods in shrubbery, about 30 feet from the road, sheriff's spokesman Kevin Doll said.

"You can see the body from the road," he said.

Doll described the victim as a white woman in her late 20s to mid-40s with reddish-brown hair.

She was wearing only a sleeveless, cream-colored top with pink stripes, a leather necklace with colored beads and a silver ring on her right ring finger.

Doll said the body had been "dumped there recently." He would not say where the woman was killed, how she was killed or answer any other questions about the time of the killing.

Sheriff's officials ask anyone who might have information about the death or the identity of the victim to call Detective Scott Gattuso toll-free at 1-800-854-2862, ext. 7481.
