TAMPA -- The 2nd District Court of Appeal has upheld a lower court decision to keep private documents about the lease agreement involving the Hillsborough County Aviation Authority and the companies that helped develop International Plaza.
In an order released Friday, the appellate court stated that the aviation authority did not delegate any government function or a government project to Concorde Companies.
The aviation authority entered into a lease with Concorde knowing that another company, Tampa Westshore Associates, would develop the property. The "layering" of the lease keeps most of the documents about the lease in the private domain, the court stated.
The Weekly Planet had made an official records request documents pertaining to the deal to develop the shopping center.
