PETERSBURG -- Police have arrested a third suspect in a fatal shooting in April that raised questions about police strategies on drugs and violence in the Midtown area. Maquan J. Allen, 20, was arrested Tuesday night and charged in an incident in which 60 rounds were fired from an AK-47 assault rifle. Early on the evening of April 8, a man stepped out of a red car and sprayed the street with gunfire, killing 24-year-old Jacobie Spradley as he stood with several other men in front of 1040 Melrose Ave. S. Detectives said Spradley was a bystander, and the gunman was targeting someone else in an ongoing dispute. Police said Allen, 20, of 4543 21st Ave. S, was driving the red car. He is charged with being a principal to second-degree murder. Previously arrested were Akylie K. Davis, 25, and Bernard A. Thinn, 21, both of St. Petersburg. Both are facing murder charges. The shooting set off a debate about how police patrol parts of the city where drugs are openly sold.
