    Lobbyists form group to improve their image

    The Florida Association of Professional Lobbyists will guide new members on ethical behavior.

    TALLAHASSEE -- Some veteran lobbyists have joined forces to establish a new association aimed at improving the image of their profession.

    Ken Plante, a former Republican senator who was Jeb Bush's lobbyist during the governor's first year in office, is president of the new Florida Association of Professional Lobbyists. Jim Krog, former chief of staff for Democratic Gov. Lawton Chiles, is vice president. Carl Adams, another longtime lobbyist who worked in the House and Senate, is treasurer. Plante said about 50 lobbyists are founding members.

    He said the group is needed because of the large number of new lobbyists who don't have a good idea of what is appropriate.

    The idea was hatched by Plante, Krog and Adams in a series of conversations that began during this year's legislative session. Plante said they want to fix the general impression that lobbyists are paid to lie for their clients.

    Lobbyists who join the association must abide by a code of ethics that includes telling the truth to public officials and obeying all laws that relate to lobbying conduct and elections. They'll also have to take a course in lobbying regulation and ethics.

    Members also must avoid conflicts of interest, which can occur when lobbyists have numerous clients who don't always agree.

    "We envision a broad-based and very inclusive group of those who share common goals and are dedicated to preserving and enhancing the dignity and integrity of our profession," Plante said.

    The group will monitor the ethical conduct of its members through a dispute resolution process. Any member may complain to an appointed panel about another member. When necessary the group will sanction or expel members who violate the ethics code.
