Carr has been named a project manager for Urban Studio Architects Inc., Tampa. Carr was a project manager for Flad and Associates, Tampa. CONSULTINGRobert W. Mathews has been named a business development associate for USC Consulting Group, Tampa. Mathews was an independent management consultant. FINANCECynthia P. Heil has been named a partner at Client 1st Advisors Inc., Clearwater. Heil was an associate and has been with Client 1st since 1998. LEGALCarl C. Culler has been appointed chief financial officer for the law firm of Holland & Knight, Tampa. Culler was chief financial officer and director of operations for Pillsbury Winthrop LLP in its San Francisco and New York offices. Rhea F. Law is the recipient of the Florida Volunteer of the Year Award at the Southern Economic Development Council's annual conference. Law was recognized for providing a vision of the future and leadership which resulted in new industry, investment in the community and the creation of jobs. Law is president and chief executive of the law firm Fowler White Boggs Banker, Tampa. John K. Olson has been included in the Best Lawyers in America for 2003-2004. Olson is an executive partner at the law firm of Stearns Weaver Miller Weissler Alhadeff & Sitterson, Tampa. ORGANIZATIONSRichard Cottrell has been elected an honorary member of the board of directors for the Guardian Association of Pinellas County Inc. Cottrell was one of the founders of the association and served as the charter president in 1978. William B. McQueen has been elected a member of the Executive Committee of the Tampa area. McQueen is president and chief executive of Anderson-McQueen Funeral Homes, St. Petersburg. The Builders Association of Greater Tampa announced that W. Don Whyte has been named Builder Member of the Year and Judy James has been named Associate Member of the Year. Whyte is president of Newland Communities Southeast Region, Tampa, and president of the Builders Association of Greater Tampa; James is a founding partner for the law firm of Molloy & James, Tampa. Florida Surplus Lines Service Office announced that Michael J. Riordan is chairman of the board for 2003; Kevin Schuck is a new board member. Riordan is executive vice president of Hull & Company, St. Petersburg; Schuck is president of Agency Marketing Services Inc., St. Petersburg. RECREATIONKelly Evans has been named lodge director for Wilderness Lake Preserve, Pasco County. Evans was activity director for Club Corp. Inc., East Lake Woodlands County Club, Oldsmar. TOURISMAnnette DeLisle has been appointed to the multicultural subcommittee for Visit Florida. DeLisle is president of the Ybor City Chamber of Commerce.
