CONSTRUCTION SPENDING FLAT: Spending on construction projects across the country was flat in July, more evidence of the struggling economic recovery. After declining for two months, the level of construction spending in July was unchanged at a seasonally adjusted annual rate of $834.1-billion. But the reading was better than the 0.4 percent decline some analysts were forecasting.
