COMPREHENSIVE CARE SETTLEMENT: Comprehensive Care Corp., a Tampa company that administers behavioral health programs for managed care companies, has reached a compromise agreement with the IRS over an accrued tax liability of about $12.1-million. The company has the option of paying $2.6-million over two years or $2.2-million within 90 days to settle the matter. Comprehensive Care's former tax adviser has also agreed to refund the company $525,000 of previously paid fees that will be used toward the IRS settlement. The company has more than 1-million members nationwide and a network of 5,600 behavioral health professionals.

UNITED PLANS MORE LAYOFFS: UAL Corp.'s United Airlines will lay off 704 more flight attendants, about 3 percent of its total, because the world's second-largest carrier reduced flights and amenities such as meal service. United, which filed for Chapter 11 bankruptcy reorganization last month, will lay off the workers by Feb. 22, the United Association of Flight Attendants told members in a bulletin.

KMART READIES PLAN: Kmart Corp. is in round-the-clock negotiations with its creditors over the company's reorganization plan, but intends to file the plan today regardless of whether the parties come to an agreement on every point, the company said. Kmart's reorganization plan will detail how it intends to revitalize itself and become a viable competitor in the discount market.

AK STEEL MAKES BID: AK Steel Corp. bid more than $1-billion for bankrupt National Steel Corp., topping an offer made two weeks ago by rival U.S. Steel Corp. AK Steel said it would ask a bankruptcy court Jan. 30 to make it the lead bidder. On Jan. 9, U.S. Steel offered $750-million for National Steel, which has been operating under Chapter 11 bankruptcy protection since last March.
