BOCA RATON -- Florida Atlantic University has proposed a salary for incoming president Frank Brogan that would rank him third among the state's 11 public university presidents.

A draft contract released Friday details a base salary of $290,000 plus the use of a car and a new $2-million on-campus residence for Brogan, who is resigning as Florida's lieutenant governor to take the position in early March. Brogan was selected by FAU trustees last week.

The contract also proposes a six-year commitment, possibly to dismiss any concerns over whether Brogan, 49, would use the post as a steppingstone to run for U.S. Senate or governor in 2006.

"Both the board of trustees and the lieutenant governor wanted a long-term commitment," FAU trustees chairman George Zoley said.

The contract allows for the FAU Foundation to offer additional, unspecified compensation and for trustees to award Brogan an annual bonus. It also authorizes the foundation to provide a travel allowance for Brogan's wife.

Neither Brogan nor his office returned calls seeking comment Friday.

University of Florida president Charles Young recently received a 36 percent pay hike, which boosted his base salary to $350,000 and made him the highest-paid university president in the state. University of Central Florida president John Hitt is paid $295,000, followed by Florida A&M University president Fred Gainous, who makes $275,000.

Brogan will be returning to his alma mater when he takes charge of the 24,000-student university. He earned a master's degree at FAU 22 years ago and was an elementary schoolteacher, principal, district superintendent and state education commissioner before becoming Bush's lieutenant governor.

He was selected for the FAU job despite being the only one of the trustees' six final choices lacking a doctorate.

As lieutenant governor, Brogan's annual salary was $117,990.
