Tampa Palms shopping center plans still unsettledBy JOHN BALZ, Times Staff Writer© St. Petersburg Times published March 30, 2003 TAMPA PALMS -- Controversial plans for a shopping center in Tampa Palms Area 3 remain in limbo. The City Council last week was to hear a request from developer Warren Kinsler for a "right in and right out" curb cut leading to the center on Bruce B. Downs Boulevard. The Florida Department of Transportation and a number of Tampa Palms residents objected to the curb cut, saying it would result in additional traffic and accidents along New Tampa's major transportation corridor. But attorney Donna Feldman, who represents Kinsler's New Tampa Inc., said a transportation analysis for the area had not been completed. After City Council denied Feldman's request to delay the hearing until May, she withdrew the proposal. Kinsler can resubmit it within six months.
