MIAMI - A longtime elections administrator in Chicago will take over Miami-Dade County's elections office next month.

Constance Kaplan, who has worked for the Chicago Board of Elections Commissioners for 33 years, was approved by Miami-Dade commissioners as the new supervisor of elections by a 6-2 vote Tuesday.

On July 1 Kaplan will replace David Leahy, who resigned in March but has remained on the job while awaiting a successor.

Leahy, the county's top election official since 1981, was heavily criticized following last September's primary, where vote tallies were delayed for a week due to technical glitches, poor poll worker training and precincts that opened late.

Eglin officer gets probation for peeping

SHALIMAR - An Air Force officer accused of peeping through his Niceville neighbors' windows pleaded no contest to a single charge of voyeurism and was placed on probation for a year.

Prosecutors dropped three other counts in a plea deal with Lt. Col. Kevin Christensen, 41. He was relieved as commander of the 46th Test Wing at nearby Eglin Air Force Base after his arrest nearly three months ago.

Okaloosa County Judge T. Patterson Maney, an Army Reserve brigadier general, also adjudicated Christensen guilty, which means he will have a criminal record.

Air Force officials are reviewing Christensen's military status, said Lt. Col. Debbie Millett, an Eglin spokeswoman.

Four bodies found after planes collide offshore

DEERFIELD BEACH - Four bodies were found in an area where two single-engine planes collided at dusk Tuesday offshore of this community about 15 miles north of Fort Lauderdale.

Broward Fire Rescue Assistant Chief Todd Leduc said both planes were thought to have departed from the Pompano Beach Airpark.

Ryan Doss, a Coast Guard spokesman, said a private boater found the four bodies. Searchers in helicopters were trying to find signs of other victims.
