Commission reaffirms stand on Horne's spending power

CLEARWATER - City commissioners on Thursday doubled City Manager Bill Horne's spending authority. The new rule, approved unanimously, is aimed at streamlining city business and gives Horne more discretion to approve purchases without seeking approval from his bosses. From now on, Horne is required to bring items to the commission for approval only if the expense exceeds $100,000, rather than the current limit of $50,000.
