Richard R. Balkcom, chief executive of Balkcom Associates Inc., New Port Richey, was recognized by New England Securities for his achievements in the investment industry. Balkcom is a noted community leader. He is the chairman-elect of the West Pasco Chamber of Commerce and serves as an investor for the Pasco Economic Development Council.
