Nation in briefChild shot to anger chief, guard saysCompiled from Times wires© St. Petersburg Times published July 25, 2003 FAIRFAX, Va. - Sniper suspect Lee Boyd Malvo told a prison guard that he shot a teenage victim to anger Montgomery County, Md., police Chief Charles Moose and that he had intended to shoot an entire busload of children, the guard testified Thursday. Joseph Stracke said at a preliminary hearing that Malvo spoke proudly of shootings committed by him and fellow suspect John Allen Muhammad. Stracke said he asked Malvo why he shot a middle-school student. "To make Chief Moose upset, to make him emotional so he wouldn't think straight, and it worked," the Maryland prison guard quoted Malvo as saying. Moose led the sniper investigation. Malvo, 18, and Muhammad, 42, have been linked to 20 shootings, including 13 deaths, in Virginia, Maryland, Georgia, Alabama, Louisiana and Washington, D.C. Victims ask why church not chargedBOSTON - Frustrated by a lack of indictments in the clergy sex abuse scandal, victims' groups pledged Thursday to work with Massachusetts' attorney general to toughen child abuse laws and establish an independent board to review abuse allegations against priests. Seven victims and advocates met privately with Attorney General Tom Reilly on Thursday, one day after his office issued a report detailing widespread sexual abuse by priests in the Boston Archdiocese over the past six decades. No criminal charges were filed against church leaders for failing to stop the abuse. Reilly said child-protection laws in place when the abuses took place were too weak to file such charges. Victims who met with Reilly said they want a more detailed explanation on why no charges were filed.
