Chris Fraser has been elected to the board of governors for the Florida Institute of Certified Public Accountants for 2003-04. Fraser is director of consulting services for the accounting firm of Fraser, Culbreth & Co., St. Petersburg.

BANKS

Jeff Joyner has been named vice president/wealth management relationship manager for Wachovia Bank, Countryside. Joyner was vice president of private banking for SunTrust Bank, Dunedin.

CULTURAL ARTS

The Arts Center of St. Petersburg announced its board of trustees, executive committee and new board members. Board of trustee members are: Richard Jacobs, president; and Timothy Clemmons, first vice president and president-elect. Other executive committee members are: Kathryn Boeckman Howd, second vice president; Lynn Johler, treasurer; Fran Risser, secretary; Dorothy Webb, member-at-large; and Anthea Penrose, immediate past president. New board members are: Ed Camejo, Dr. David Davis, Sean Goodrich, Bob Devin Jones, Dale Kleine, Sonya Miller, Marty Normile, Barbara Sansone and Kyu Yamamoto. Jacobs is a partner at the law firm of Holland and Knight, St. Petersburg; Clemmons is managing partner of Clemmons Architects, St. Petersburg; Boeckman Howd is an artist and community volunteer in St. Petersburg; Johler is senior vice president of United Bank, St. Petersburg; Risser is a community volunteer in St. Petersburg; Webb is president of Loftsville Developers, St. Petersburg; Penrose is public relations manager for the St. Petersburg Times; Camejo is a trust officer at Northern Trust Bank, St. Petersburg; Davis is a retired pathologist and resides in St. Petersburg; Goodrich is a vice president and financial adviser for Raymond James & Associates, St. Petersburg; Jones is an actor, playwright and director in St. Petersburg; Kleine is promotions manger for the St. Petersburg Times; Miller, Normile and Sansone are community volunteers in St. Petersburg; and Yamamoto is an artist and Arts Center instructor.

ENGINEERING

Andres E. Nunez Jr. has been named Engineer of Year by the Tampa Bay American Society of Highway Engineers. The award recognizes excellence in the engineering field, professional work experience, professional affiliations and community service. Nunez is principal and co-founder of TEI Engineers & Planners, Tampa.

FINANCIAL SERVICES

Bradley Palser has been named vice president of technology for TWS Systems Inc., Dunedin. Palser was vice president of engineering for Saratoga Systems, Campbell, Calif.

ORGANIZATIONS

Cindy L. Hesterman has been named chairwoman of TEC International, Tampa Bay. Hesterman was director of real estate accounting for Echelon Residential LLC, St. Petersburg.

Linda Karson has been named to the advisory board of Salvation Army of Hillsborough County. Karson, a Tampa resident, is a board member for the Plant Museum and for the Liz Lerman Dance Exchange.

REAL ESTATE

Bill Buffington has been promoted to director of sales and investments for Rubin Real Estate Inc., Clearwater. Buffington was a leasing and sales associate.

RECRUITING

Frank Ferreri has been promoted to market vice president of the Tampa Bay region for Kforce Inc., Tampa. Ferreri was vice president of national sales.

Veredus Corp., Tampa, announced these appointments: Shane Gittins, technical recruiter; and Leslie Knight, account manager. Gittins was an account executive for BTI, Tampa; Knight was a senior account manager for Spherion, Tampa.
