Ramsey overthrew Laveranues Coles on a two-point conversion with 13 seconds left Sunday as the Eagles held on to beat Ramsey's Redskins 27-25.
Ramsey rallied Washington from an 11-point deficit in the final 3:10, connecting with Darnerien McCants on a 32-yard touchdown in the final seconds.
But under pressure from Brandon Whiting, Ramsey rushed his pass to the corner of the end zone and the ball sailed over Coles.
After John Hall's fourth field goal, a 53-yarder, cut Washington's deficit to 27-19, Bryan Johnson recovered the onside kick at the Redskins 43 with 1:13 left. Ramsey led a five-play, 57-yard drive to get his team within two.
Defensive end N.D. Kalu, a former Redskin, returned an interception 15 yards to put the Eagles ahead for good 20-13 with 3:15 left in the third quarter.
Philadelphia held Coles and Rod Gardner to five catches combined in the first 57 minutes.
It was Eagles quarterback Donovan McNabb's first game since Rush Limbaugh made comments about him that ignited a weeklong firestorm, leading to Limbaugh's resignation from ESPN's Sunday NFL Countdown.
"I don't think I have to go out and prove myself," said McNabb, who was 16-of-30 for 157 yards and his first touchdown of the season. "I just have to go out and be myself. I'm a playmaker, a leader for this team and I can't let anything outside distract me."
