Status of goals
Two months ago, the Coalition Provisional Authority in Iraq listed hundreds of projects it wanted to accomplish by Oct. 3. When that day passed on Friday, some of the tasks were done and some were not. Here is a sampling:

SECURITY
Locate, secure and eliminate WMD.
Actual: Not yet.

Defeat internal armed threats.
Actual: Not yet.

Provide basic law and order.
Actual: Coalition forces and police on the streets.

Recruit and train Iraqi police.
Actual: 44,000 police recruited; 80,000 needed.

Develop training for police.
Actual: 1,000 of the needed 1,500 trainers hired.

Begin training new Iraqi army.
Actual: First battalion (700 soldiers) graduated Saturday.

Prepare and approve fiscal year 2004 budget.
Actual: Budget was prepared.

Re-establish Iraqi Border Guard.
Actual: Have 4,000 of required 6,000 personnel.

Start Central Criminal Court trials.
Actual: Two cases have gone to trial.

Open all courthouses.
Actual: More than 90% are open.

ECONOMY
Central bank law by early September.
Actual: Central bank law enacted in September.

Introduce new bank notes.
Actual: New Iraqi dinar available October 15.

Permanently reduce tariffs.
Actual: New 5% reconstruction tariffs imposed.

ESSENTIAL SERVICES
Create reformed ministries.
Actual: 25 ministers have been appointed.

Improve generating capacity.
Actual: Generating 4,000 of needed 6,000 megawatts.

Let telecom mobile licenses.
Actual: Licenses were let by Sept. 30.

Halt sabotage of infrastructure.
Actual: Not yet.

Restore basic health care services.
Actual: 240 hospitals and 90% of clinics are open.

Rehabilitate schools.
Actual: 1,000 schools refurbished.

Distribute revised textbooks.
Actual: Revised textbooks on order.

Reopen airspace and airports.
Actual: Commercial flights still prohibited.

GOVERNANCE
Preparatory constitutional commission.
Actual: Commission report due shortly.

Court to prosecute human rights abuses.
Actual: Court has not been created yet.

Strengthen local government.
Actual: 85% of communities have governing councils.

Continued de-Baathification.
Actual: Proceeding.
