ENGINEERING

T.Y. Lin International, Tampa, announced these promotions: Michael Adams, to senior associate; Jay Segalla, to associate; David Hayward, to senior project engineer; and James Fine, to senior environmental specialist. Adams was an associate; Segalla was vice president/construction services; Hayward was a project engineer; and Fine was an environmental scientist.

HOSPITALITY

Sirata Beach Resort & Conference Center, St. Pete Beach, announced these appointments: Rosemarie Payne, director of sales and marketing; and Wendy Deblinger, director of group sales. Payne was director of travel industry sales for TradeWinds Island Resorts, St. Pete Beach; Deblinger was director of sales for the Holiday Inn Madeira Beach.

ORGANIZATIONS

Charlotte Starfire has been elected president of the West Florida chapter of the Florida District Export Council. Starfire is director of international trade and investment for the Greater Tampa Chamber of Commerce.

PUBLIC RELATIONS

Nancy Biesinger was elected president of the St. Petersburg Women's Chamber of Commerce for 2003-04. Biesinger is president of Franklin Affiliates Inc., Tampa.

Thomas Hall received the Outstanding Alumni Leadership Award for 2003 from Lake Forest College, Ill. Hall is chairman of Tucker Hall Inc., Tampa, and chief executive of Hall Equity Corp., Tampa.

RESTAURANT

Stacey L. Floberg has been named director of marketing for Shells Seafood Restaurants Inc., Tampa. Floberg was marketing manager for Tyson Foods Inc., Fort Worth, Texas.

RETAIL

Susan Tanner has been promoted to manager of Sprint's new store at Clearwater Mall. Tanner was assistant manager of Sprint's Palm Harbor store.

TELECOMMUNICATIONS

Carol Ruth has been named director of wireless business solutions for Acsyss LLC, Tampa. Ruth was an account executive for Job News USA, Tampa.
