Michael Dillard has been named vice president of business development for Mechanical Services Inc., Clearwater. Dillard was manager of service operations for Poole & Kent Emcore Services, Miami.

Gene Smith has been named chief executive of BS&T LLC, St. Petersburg. Smith was an associate manager for Goldman, Sachs & Co., St. Petersburg.

Matthew S. Bisset has been named vice president of advancement at Eckerd College, St. Petersburg. Bisset previously served as director of advancement at Brewster Academy, Wolfeboro, N.H., and was associate director of leadership gifts at Saint Anselm College, Manchester, N.H.

Sirata Beach Resort & Conference Center, St. Pete Beach, announced these appointments: Peer Groothoff, director of information technology; and Sue Piatt has been named director of operations. Groothoff was systems administrator for TradeWinds Island Resorts, St. Pete Beach; Piatt was general manager for the Alden Beach Resort, St. Pete Beach.
