Man accused of raping kids; father charged

TAMPA - A Tampa man was charged Wednesday with raping two children, and the children's father was also arrested for not reporting the allegations earlier.
According to officials, the children, both less than 12 years old, told their father that their neighbor raped them three times between July and November. The children first reported the rapes to their father back in July, police said, and their father told them he would call police.
Officers arrested Louis Sutherland, 45, of Tampa, on sexual battery charges. The father, whose name is not being used in order to protect the identity of the children, was charged with two counts of felony neglect.
