Mandatory trash collection is not the answer
Editor: It has been stated that implementation of a mandatory trash collection program will eliminate littering, illegal dumping, and provide an appropriate landfill management program that will help us to assess our needs for future landfill development. I believe that this assessment is flawed, short-sighted, and will not stop illegal dumping or littering.
