Russell Jacques has been named a manager in the audit and business valuation departments for Hevia, Beagles & Co., St. Petersburg. Jacques was an audit manager for Burke & Co., Tampa.

Shan Shikarpuri has been named Palm Harbor Citizen of the Year by the Palm Harbor Chamber of Commerce. Shikarpuri is founding principal of Shan Shikarpuri & Associates, Palm Harbor.

Gary Smith received the Anthony J. Pullara Award from the American Institute of Architects. Smith was recognized for his contributions to the architect profession and to AIA's Tampa chapter. Smith is a senior architect for PBS&J, Tampa.

Lisa Turbeville has been promoted to sales manager for M/I Homes, Tampa division. Turbeville was a new home sales consultant.

Jim McDonald has been named director of sales and marketing for QDS Logistics Inc., Largo. McDonald was a regional vice president for Pharmco Florida Services Inc., Largo.

Dr. Frank Mastandrea has been named president of the Hillsborough County Medical Association beginning in May. Mastandrea is a urologist in Tampa.

Fowler White Boggs Banker, Tampa, announced these promotions: David L. Bresler, to office managing shareholder for the firm's St. Petersburg office; and Mitchell I. Horowitz, to statewide corporate practice group leader. Bresler practices in the areas of insurance defense, bad faith and construction litigation; Horowitz is a shareholder and practices in the area of corporation and business law, including civil tax controversies.

Kforce Inc., Tampa, announced these appointments: Kim Kajder, account manager of information technology; and Jennifer Dutch, account executive for finance and accounting. Kajder was an account executive for TravelMax Medical Professionals, Tampa; Dutch was a sales executive for Lexus of Tampa Bay, Tampa.

Julie Lynn Murphy has been named to the 2004 class of Leadership Tampa Bay. Murphy is director of recruiting for Taylor White, St. Petersburg.

Elisabete Silva has been promoted to general manager of the the Columbia Restaurant at the Pier in St. Petersburg. Silva was an assistant manager.

Nancy Schneid has been elected to the board of trustees of the Foundation of St. Joseph's Hospitals. Schneid is senior vice president of marketing for Outback Steakhouse Inc., Tampa.

The Hillsborough Area Regional Transit Authority announced the following appointments to its board of directors: Alison Hewitt, Bob Abberger and Kenneth Halloway. Hewitt is president and founder of Creative Community Solutions, Tampa; Abberger is managing director for Trammel Crow's Florida Development & Investment Group, Tampa; and Halloway retired as a colonel from the U.S. Army.
