DAYTONA BEACH - A hotel manager was arrested for the second time during this year's Spring Break after city officials complained of public nudity at the hotel.

Desert Inn manager Dennis Devlin, 50, employee Joshua Martin, 21, and Kristi Michelle Parramoure, 26, were arrested Saturday afternoon, police said.

Authorities said Martin encouraged Parramoure to expose her breasts during a wet T-shirt contest and Devlin did not try to stop activity that is in violation of Daytona Beach's anti-nudity ordinance.

Daytona Beach Mayor Yvonne Scarlett-Golden and several city commissioners were at the hotel Saturday during the contest and called police to complain.
