JACKSONVILLE - The Jaguars signed quarterback Bryson Spinner on Wednesday after learning that backup David Garrard might need surgery.

Garrard has an intestinal ailment called Crohn's disease that has put him in the hospital a few times over the past few months.

Spinner, an undrafted rookie from the University of Richmond, was a "workout player" at the Jaguars' minicamp last month.

He went 135-for-250 for 1,712 yards last season at Richmond.

Spinner, Doug Johnson, Quinn Gray and Byron Leftwich are taking part in a passing camp this week.

CHARGERS: Wide receiver Eric Parker signed a one-year contract to remain with the team.

RAIDERS: Oakland signed former New England defensive end Bobby Hamilton to a free-agent contract in its latest move to bolster the league's worst run defense. He started for New England last season and had 46 tackles.

JUSTICE PRESIDES: U.S. Supreme Court Justice Clarence Thomas helped honor college scholarship winners from three Florida counties during a visit to the Dolphins' training facility Tuesday. He was a guest of owner Wayne Huizenga and his wife, who fund 100 need-based scholarships for students from Broward, Martin and St. Lucie counties.

At coach Dave Wannstedt's request, Thomas also addressed the Dolphins before the team opened a three-day quarterback school.
