Longtime fugitive snared

MIAMI - One of the federal government's most-wanted fugitives, on the run for 15 years, was ordered held without bail Thursday on charges of running marijuana and cocaine on his shrimp boat.

Federal marshals arrested Rafael Franco, 45, at a luxury home in Pinecrest last week. He was living under the name Jorge Alonso.

Franco was charged in Tampa after his disappearance in 1988 with coordinating movement of drugs from his shrimp boat to speed boats that landed near Everglades City, then a smuggling hotbed. Vehicles then carried the drugs to a home outside Miami.
