Teen brothers face charges in Holly Hill pipe bomb blast

HOLLY HILL - Two teenage brothers were arrested Saturday in connection with the detonation of a pipe bomb that blew a hole in a park picnic pavilion's roof. Another teen was already in custody.

Steven Shawn Hughart, 18, and Brian Matthew Hughart, 16, face charges of making and discharging a damaging destructive device and felony criminal mischief. Steven Hughart was jailed on $11,000 bail while his younger brother was sent to Volusia County's juvenile detention center.

Anthony David Locke, 17, was arrested on the same charges Friday.

Police said the three built a 6-inch pipe bomb and detonated it at Centennial Park on July 23.

"There was early conjecture that there might be sinister motives behind this," police Chief Don Shinnamon said. "But there was no such motive. The suspects had made smaller fireworks for the Fourth of July, and this was just an attempt to build a larger bomb to see what it would do."
