CLEVELAND - Finally on the field, Lee Suggs got the Browns running in the right direction.
Suggs, who missed the first three games with a neck injury, rushed for 82 yards and scored on a 3-yard run in the fourth quarter.
Jeff Garcia was 14-of-21 for 195 yards and a touchdown for the Browns, who didn't secure the win until Washington's Laveranues Coles fumbled with two minutes left.
Trailing 10-3, the Browns, who have yet to score a touchdown in the first half this season, were booed as they left the field at halftime.
The Redskins can pin their third straight loss on going 1-for-11 on third downs, mental mistakes and a costly fumble by Clinton Portis on the first play after halftime that allowed Cleveland to quickly tie it. "My fumble changed the momentum," Portis said. "All of a sudden, we lost control of the game."
Browns tight end Aaron Shea had a touchdown catch and Phil Dawson kicked a 31-yard field goal, extending his league-leading streak to 18 in a row.
Leading by four late, the Browns faked a field goal but holder Derrick Frost was stopped short of a first down. Mark Brunell then completed a 13-yard pass to Coles, who fumbled as he was being taken down, and safety Earl Little recovered.
