David Fryzel has been named director of loan production for RBC Builder Finance, Tampa. Fryzel was first vice president and manager for the Florida West Coast for Washington Mutual, Tampa.

Cindy Hoover has been named a senior loan officer for Homestar Mortgage Services, St. Petersburg. Hoover was a senior loan consultant for Washington Mutual, Clearwater.

HEALTH CARE

Dr. Jennifer Landy has joined the Older and Slonim Eyelid Institute, Tampa, as a staff ophthalmologist. Landy was a clinical research coordinator for the Sheie Eye Institute in Philadelphia.

JSA Healthcare Corp., St. Petersburg, announced these promotions and appointments. Promotions: Cristina Medina , assistant administrator, Brandon; and Penny McRay , case manager, Clearwater. LEGAL

Guilene F. Theodore has been appointed by Gov. Jeb Bush to the Haiti Advisory Group. This new advisory group will focus on issues related to Haiti's reconstruction, including economic development, education, technology and environment. Theodore is a partner in the administrative and governmental law practice with the law firm of Ruden McClosky, Tampa.

Michael Christy has been named vice president of procurement and logistics for Gerdau Ameristeel Corp., Tampa. Christy was vice president of purchasing and transportation for AK Steel Corp., Middletown, Ohio.

MARKETING

The Environmental PR Group, Lutz, announced these appointments: Natalie Mealey , account coordinator; and Lauren Kopp and Emily Witzleben , communications associates. Mealy was a communications associate for Communications Pacific, Honolulu; Kopp recently earned a bachelor's degree in telecommunications from the University of Florida; and Witzleben recently earned a bachelor's degree in communications from Florida State University.

Kim Henderson has been promoted to national vice president of business development for Kforce Inc., Tampa. Henderson was group vice president of national sales.

Gerard Alexander of Ybor Square, Tampa, announced these promotions and appointments. Promotion: Piers Curry , account director for the consumer advertising industry. Appointments: Michael Broyles , account director of the health insurance industry; Diana Lyle and Garth DeBevoise , recruiting consultants for the health care advertising industry. TRANSPORTATION

Quality Distribution Inc., Tampa, announced the resignation of Samuel M. Hensley as senior vice president and chief financial officer and the appointment of Richard B. Marchese as interim senior vice president and chief financial officer. Marchese currently serves as a director of the company, chairman of the audit and corporate governance committees, lead independent director and a member of the executive committee. He will continue to serve as a director but will resign from the audit and corporate governance committees.
