Hanging from an untethered parasail, Chelsea Waddell, 15, and Theresa Blanford, 16, float into view. Beach-goers grab the severed tow line and pull the teens down to safety on the beach. Because of this April incident, the Coast Guard recently suspended the former boat captain's operator's license for three months and placed him on three years' probation from the parasail industry. The Coast Guard is using the incident to push for stricter, if voluntary, controls.
