Man arrested, accused of beating, raping woman

NEW PORT RICHEY - A 37-year-old man was arrested Wednesday on a warrant accusing him of beating and raping a woman.
Richard Allan Severns Jr. of 8718 Broad St. got into an argument with the woman on Oct. 10, the warrant says. A Pasco sheriff's detective reported that Severns taped the woman's wrists with duct tape, then removed some of her clothes. He struck her several times with a belt, the detective said, then sexually tortured her using a 9-volt battery and a scrub brush. The warrant says Severns also forced her to perform oral sex on him. The warrant says Severns has been telling the woman he would kill her if he is arrested. Severns was being held in the county jail Thursday in lieu of $100,000 bail, charged with sexual battery, false imprisonment and battery.
