CLASS SIZE

Ask voters to amend the class size requirement in the state Constitution to soften the impact. Under Bush's proposal, class sizes would be measured by countywide averages instead of by individual classrooms.

MEDICAID

Transform Medicaid into a government-funded private insurance program for the poor, phased in over time.

VOUCHERS

Offer private school vouchers to any child who fails the state's standardized reading test for three years.

TAX CUTS

Tax relief to attract manufacturing investment and research and development programs; a nine-day tax holiday on clothing, books and school supplies; repeal of a per-drink alcohol tax; repeal of the intangible tax on investments.

GROWTH MANAGEMENT

Ensure that roads, schools and other public facilities can handle new development and better coordinate the review of development proposals.

LAWSUIT LIMITS

Eliminate "joint and several" liability in Florida, so people and businesses pay for the injury or loss they cause according to responsibility, not financial ability.
