LAND O'LAKES - The last major legal obstacle to opening the Tampa Bay area's newest shopping mall by Oct. 2007 appears to have fallen.

A settlement among Pasco County, mall developers and the state Department of Community Affairs smooths the way for construction of the 1.3-million-square-foot mall at Interstate 75 and State Road 56.

Named Cypress Creek Town Center, the $200-million mall could have more than 100 tenants anchored by two major department stores and a multi-screen cinema.

The developer is The Richard E. Jacobs Group, which has proposed a Main Street-style, open-air mall with sidewalks, shady storefronts, fountains and traffic circles.
