Jennifer Garr has been promoted to chief operating officer at WestWayne Inc., Tampa. Garr will continue to serve as executive vice president and managing director, in addition to her new responsibilities.

ARCHITECTURE

Wendy Mickey has been named a health care principal for HDR, Tampa. Mickey was a studio and project manager at Peterson Associates, Charlotte, N.C.

BANKING

Hosetta Belcher Coleman has been named vice president, human resources, at Fifth Third Bank, Tampa. Coleman was employee relations manager/vice president at JPMorgan Chase, Tampa.

Bay Cities Bank, Tampa, announces these appointments: Bret Jahn, vice president and branch manager for Bay Cities' Fourth Street branch, St. Petersburg; Susan Hebron, vice president, director of human resources; and Christopher Smaridge, vice president of commercial lending. Jahn was branch manager of the Countryside In-Store at SouthTrust Bank; Hebron was the employment manager for SouthTrust Bank, St. Petersburg; and Smaridge was vice president commercial lending at Wachovia/SouthTrust, St. Petersburg.

CONSTRUCTION

John J. Fiore has been named operations manager at the U.S. Tower Division of Taylor Woodrow, St. Petersburg. Fiore was a senior asset manager at Boston Capital Corp., Boston.

Gary Mooney has been appointed division operations manager for the East Florida division at ACI Construction Services, Tampa. Mooney was a project executive at Turner Construction, Orlando.

EDUCATION

The University of South Florida, Tampa, announces these appointments: Ginger Phillips, assistant director for the division of continuing education; Dwayne Smith, vice provost for faculty and program development; and J. Robert Spatig, director of admissions. Phillips was assistant to the dean at the USF College of Public Health; Smith was chairman of criminology; and Spatig was senior associate director of admissions at the University of Georgia at Athens.

ENGINEERING

Ash Engineering Inc., Tampa, announces these appointments in the water/wastewater department: Janice R. Davis, senior project manager; and Janice K. Taylor, senior project engineer. Davis was an engineer III for the city of Tampa Water Department; and Taylor was the civil engineer for the city of Treasure Island.

David Bilyeu has been named a land development unit manager at Carter & Burgess, Tampa. Bilyeu was a project manager at Heidt & Associates Inc., Tampa.

Andre Dieffenthaller has been promoted to senior associate at Malcolm Pirnie Inc., Tampa. Dieffenthaller was an associate.

GOVERNMENT

The city of Pinellas Park Public Works Department announces these promotions: Tom Pezone to building maintenance director; and Chris Marinari to fleet maintenance director. Pezone was building maintenance supervisor; and Marinari was fleet maintenance supervisor.

HEALTH

Sandra Janzen has been named by Nursing Spectrum as one of the 2005 Florida Regional Nursing Excellence winners. Janzen was recognized in the advancement of the profession category for registered nurses who have made contributions that have advanced and strengthened nursing as a profession. Janzen is associate chief of staff/nursing at James A. Haley VA Medical Center, Tampa.

Carlton Fields, Tampa, announces these appointments: Thomas A. Snow has been elected vice president of the American College of Commercial Finance Lawyers; Cristina Alonso and Laurel F. Moore have been elected to the Florida Bar Young Lawyers Division Board of Governors; and Sylvia H.
