Jan Kartt has been promoted to vice president of media services at FKQ Advertising and Marketing, Clearwater. Kartt was media director.

Alyson Horn has been appointed to the board of directors of the Hillsborough Community College Foundation. Horn is regional business development manager at Audio Visual Innovations, Tampa.

The Tampa division of U.S. Home has named Scott Ferry and Scott Lockran construction managers. Ferry was facilities manager at Bush Ross PA, Tampa; Lockran was press supervisor at Micon Packaging Inc., Oldsmar.

Jeffrey J. Basiaga Jr. has been promoted to principal-in-charge and vice president at Consulting Engineering Group Inc., Tampa. Basiaga was an electrical associate.

WadeTrim, Tampa, announces these appointments : Jose Fernandez, professional planner, an d James Zinner, drainage engineer. Fernandez was planning director for the city of Santiago, Dominican Republic; and Zinner was a project manager/design engineer for Engelhardt, Hammer and Associates, Tampa.

Richard Linquanti has been named a shareholder in the real estate and mortgage financing practice group at the law firm of Carlton Fields, Tampa. Linquanti was a shareholder at Ireland, Stapleton, Pryor & Pascoe, Denver.

Kelly Farnan has been named publicist at Fetching Communications, Tarpon Springs. Farnan was a television producer for WTSP-Ch. 10, Tampa.

Chanse Chanthalansy has been named post-production editor and visual designer for high definition projects at Tampa Digital Studios, Tampa. Chanthalansy was multimedia director at Ignite Creative, Tampa.

The Suncoast Safety Council, Clearwater, announces the election of new board members Bill Francisco, Annette Henry and George McCarthy. Francisco is president of Ad Sharp Inc., Dunedin; Henry is director of human resources at G.A. Food Services Inc., St. Petersburg; and McCarthy is security and safety manager at Cox Target Media, Largo.

The Southwest Florida Water Management District's Governing Board has elected these officers: Heidi B. McCree, chairwoman; Talmadge G. "Jerry" Rice, vice chairman; Judith C. "Judy" Whitehead, treasurer; and Patsy C. Symons, secretary. McCree was executive director of the Hillsborough River Greenways Task Force; Rice is self-employed in real estate sales and marketing, consulting and cattle ranching in Dade City; Whitehead is a real estate appraiser and owner of Residential Appraisal Service in Brooksville; and Symons is owner-operator of Symons Groves Inc., a citrus and cattle operation in DeSoto County.

Angela Lynn has been promoted to manager of curriculum development for Verizon Wireless' Florida region, Temple Terrace. Lynn was supervisor of sales training.
