BELLEAIR - The Belleair Town Commission unanimously appointed Tom Shelly, Belleair Civic Association president and a member of the historic preservation board, to fill a vacancy left by Ernst Upmeyer's resignation on July 21.
Shelly, 49, is a Century 21 sales manager and licensed Realtor since 1977. Shelly said he hopes to run for the commission when his term expires in March.
Town leaders expressed their appreciation for Upmeyer's contributions to the commission during more than 51/2 years of service.
Upmeyer resigned because he and his wife hope to travel. He said he didn't want to leave the commission in the lurch by missing meetings during a critical time. Upmeyer said that because he wasn't planning to run for re-election, he thought it better to resign and get someone else on the commission.
Among the issues the commission will discuss are an application filed by the owners of the Belleview Biltmore Resort & Spa to demolish the hotel, and a vote on the town running its own utility.
Upmeyer said he felt comfortable stepping down because the town had recently hired attorney Nancy Stroud to handle Biltmore and historic preservation matters and because the utility issue will go to voters in November.
Upmeyer, 68, is a retired Florida Progress executive. He was initially appointed to the commission Jan. 2, 2001, to fill the term of former Commissioner Irene Albrecht.
