CLEARWATER - Passers-by discovered the body of a 35-year-old transient floating face-down in the water under the new Clearwater Memorial Causeway bridge Wednesday morning. The body was identified as Jay Kuhl, who was known to move around in Clearwater and mid Pinellas, said Clearwater police spokesman Wayne Shelor. Penny Perry, a housekeeper at the Pierce 100 condominium and apartment complex near the water, said she and others saw Kuhl floating a few feet away from the seawall around 8:15 a.m. and called police. They do not know how Kuhl, who was fully dressed, ended up in the water, Shelor said. The medical examiner is working to determine the cause of death.
