3 accused of binding, holding girl

NEW PORT RICHEY - A 36-year-old woman and two teenagers were arrested early Thursday morning, accused of tying up a 13-year-old girl, the Pasco County Sheriff's Office reported.

Carla J. Schaumberger, of 3143 Latrobe St., faces charges of child abuse and tampering with a witness. A Sheriff's Office report says she told one of the teens to bind the girl's hands and feet to keep her from leaving a house.

Then, the report says, she hung up the telephone as the girl called 911. Schaumberger told deputies that the girl is a habitual runaway, sheriff's spokesman Doug Tobin said Friday.

The woman "overstepped the bounds of corporal punishment," Tobin said. "Tying a person up and preventing them from calling 911 is going too far."

The 16-year-old also was arrested. His name was being withheld by the the Times because of his age. He and 18-year-old Justin Matthew Borth grabbed the girl and bound her with zip ties, sheriff's reports say.

When a deputy responded, he saw the two teens chasing the girl out the front door, the reports say. Ambulance workers had to cut the girl out of her ties.

The two teens face charges of false imprisonment. The 16-year-old was taken to a juvenile assessment center, the 18-year-old to jail.

Borth, also of 3143 Latrobe St., was booked on $5,000 bail, Schaumberger on $10,000.
