A traffic stop, a $70 ticket and a complaint

Driving his wife's 2001 Ford Excursion, Darryl Rouson had an unpleasant encounter with a familiar face Monday, the nine-year anniversary of the fatal police shooting of a black St. Petersburg teenager after a traffic stop.

Officer Jim Knight, who shot TyRon Lewis in 1996 but was cleared by a grand jury, pulled over Rouson near 54th Avenue N and Dr. Martin Luther King Jr. Street for an expired license tag. He gave Rouson a $70 ticket. Rouson, a lawyer and former head of the St. Petersburg NAACP, said Knight was rude and arrogant. "He had every right to pull me over," said Rouson, whose tag expired in July. "The problem was his demeanor and attitude." Rouson filed a complaint with the Police Department over Knight's conduct. Knight did not return a phone call.
