WHAT'S AT STAKE

Four City Council seats and the mayor's position. Winners will serve four-year terms. Council members receive an annual salary of $27,316, while the mayor gets $113,644.

TURNOUT

Difficult to predict but likely to be dismal. Despite good weather and two hotly contested races, just 13 percent of District 6 voters and 8 percent of District 4 voters participated in the Sept. 27 primary. In 2001, Baker's first mayoral campaign, turnout was 34 percent.
