Judge recuses self from Halls River Retreat case

Circuit Judge Jack Springstead has recused himself from the latest lawsuit concerning the Halls River Retreat condominium project.

He cited his involvement in three previous cases involving the development and the subsequent criticism he received from County Commissioner Jim Fowler. Halls River Development Inc. filed a lawsuit in October alleging that the county government's elimination of the mixed-use zoning category caused its property to decline in value by $3.5-million. In December, the developer filed a motion asking Springstead to disqualify himself from the case.
