State approves FCAT pay plan

The plan continues to draw fire from the state teachers union.

The Florida Board of Education unanimously approved a plan Tuesday that will give teachers bonuses based solely on their students' performance on standardized tests.

The Effectiveness Compensation plan, or "E-Comp," will require the state to create exams in every subject not already covered by the Florida Comprehensive Assessment Test.

The plan, which was amended several times before Tuesday's vote, continues to draw fire from the state teachers union.

"I know the commission is trying to say it has addressed some of the concerns people have about it," said union spokesman Mark Pudlow, "but it's the same problem with a different set of details on it as far as we're concerned."

The board said districts have until June 15 to submit proposals to reward teachers. The new pay scales are supposed to be in place for the 2006-07 school year.
