How prepared is the federal government to deal with a pandemic of avian flu? That's the wrong question, according to Health and Human Services Secretary Mike Leavitt. Speaking at the Wyoming Pandemic Flu Conference in Cheyenne recently, Leavitt said that people who think federal agencies will fulfill all their needs in the event of a major flu outbreak will be "tragically disappointed." But, according to an Associated Press report, he did have some advice on how to prepare. - COLETTE BANCROFT, Times staff writer * * * "When you go to the store and buy three cans of tuna fish, buy a fourth and put it under the bed. When you go to the store to buy some milk, pick up a box of powdered milk, put it under the bed. When you do that for a period of four to six months, you are going to have a couple of weeks of food.
