Ponds don't pose a problem

Hillsborough County commissioners made the following decision at the Tuesday land use meeting:

Carrollwood: Commissioners have finally reached a decision on a development of 25 single-family homes on 6.5 acres at Lowell Road and Cinnamon Place.

The issue was continued from the March 7 meeting after neighbors voiced concerns over the design of retention ponds and their effect on nearby water and lift stations. Commissioners approved the project after engineers from developer Burcaw and Associates Inc. convinced a nearby resident that the ponds would not pose a problem. Petition 05-1936

The following recommendations were made at the zoning hearing master meetings March 13-14. All petitions will be heard by county commissioners at the April 25 land use meeting.

TOWN 'N COUNTRY: The staff recommended against Doris Killian's request to turn her property at 6822 W Waters Ave. into a beauty school.

The 2-acre property is zoned for business and professional offices. Staffers said the school would be inconsistent with the development in the surrounding areas, many of which are residential. (Petition 06-0477)

CARROLLWOOD: Louis and Karen Mazzarini are a bit closer to being able to convert their 6-acre plot of land on Shaw Road into a planned development, which would let them build 12 single-family homes. The staff said the application was approvable. (Petition 06-0239)

LUTZ: The Belleair Development group didn't have the same luck with their bid to build a 16,000-square-foot commercial development at U.S. 41 and Sunset Lane.

Staffers did not support the development because of a concern that it would affect onsite wetlands, and because a traffic analysis showed that roadway improvements would be needed.

Another major concern is the presence of two nearby public drinking supply wells. The development would have to use septic systems, because there is no nearby sewer system. (Petition 05-0225)

TOWN 'N COUNTRY: There was no argument against Zion Pentecostal Church's application to build a modular building for its new church.

The land the church wants to build on is a 1.7-acre parcel, which is the southern half of a 3.6-acre parcel near Hanley Road and Twelve Oaks Boulevard. The modular building would house the congregation while the main church is constructed. After the main church is constructed, the modular building would be used for other supporting purposes. (Petition 06-0597)

UNIVERSITY AREA: Ken and Kelly Egli want to build a mobile home park on their 3-acre site on 20th Street south of Sinclair Hills Road.

The staff voiced no objections to the development, saying it would fit in well with the surrounding development patters. The property would be split into 10,000-square-foot parcels.

The developers originally wanted to put six units on each acre, but the staff is recommending that they be allowed to put four. Because of the presence of the Violet Cury Nature Preserve nearby, the developer will have to work a compatibility agreement with the preserve. (Petition 06-0480)

TOWN 'N COUNTRY: The staff found Beazer Homes' application to build 36 homes on a 10-acre parcel at Memorial Highway and Countryway Boulevard acceptable.

The application had been remanded from the Jan. 24 Zoning Hearing Master hearing in order to give the developer time to address stormwater, transportation and sidewalk issues. (Petition 05-2136)

CARROLLWOOD: Jim Stutzman wants to build a professional office at 510 Fletcher Ave.

The staff found his request approvable, so long as the buildings remain residential in appearance. (Petition 06-0451)

CARROLLWOOD: Tony and Debbie Ferguson have some research to do before the staff will support their request to build a helipad at Lake Magdalene Boulevard and Chancery Place.

Staffers would not support the petition until information is provided about the noise that would be generated by the helicopters coming and going.

The helipad would also have a helicopter hangar and a storage building. (Petition 06-0112)
