Owners see homes, bank on 11 acres

APOLLO BEACH: A developer hopes to turn a piece of land bordering U.S. 41 into a residential community with commercial and retail space.

Owners Charles Mixon Jr. and Nancy Hubbell are seeking to rezone 11 acres south of Leisey Road from agricultural industrial to a planned development to include 30 houses, a bank with a drive-through window, a fast food restaurant and more than 12,000 square feet of retail space.

The property is part of a larger Development of Regional Impact, a designation the owners are trying to shed for this development. County staffers recommended against the proposal because the applicant had not filed a request to remove the DRI or submitted a transportation analysis.

The request goes to a zoning hearing master on May 2 and to the County Commission on June 13. PETITION 05-1951

DOVER: A proposed development of 40 houses soon will go before a zoning hearing master. Paragon Homes wants to rezone an oblong 38-acre property on the southwest corner of Durant Road and Blount Road from agricultural to a planned development.

The Planning Commission has rejected the proposal for now due to incomplete paperwork. Also, the commission found the design of houses facing each other on an internal street to be incompatible with nearby neighborhoods. Paragon will make its case before a zoning hearing master on May 2, and to the County Commission on June 13. (PETITION 06-0542)

BRANDON: Mainstreet Homes is asking to rezone 21 acres from an agricultural zoning that allows one unit per acre to a planned development.

The developer wants to build 17 houses south of Rosier Road and west of Pam Drive. Much of the discussion before the zoning hearing master centered on flooding in the low-lying area.

Attorney Judith James, representing Mainstreet Homes, cited a proposed Hillsborough County capital improvement project that would add drainage outfalls from the Mainstreet building site to Windhorst Road. Several neighbors opposed the project before the zoning hearing master, saying that 17 more homes would worsen the neighborhood's flooding problem.

The rezoning request goes to the County Commission on May 23. (PETITION 06-0541)
