Repeal may happen for phone rate bill

Part of a controversial phone rate bill would be repealed under legislation sent to Gov. Jeb Bush late Friday night.

Lawmakers have regretted their decision to approve an overhaul of laws governing telephone rates in 2003. That legislation eased regulation on rates and triggered the largest increase in rates in Florida history.

On Friday, the House and Senate approved a plan that would repeal a part of the 2003 legislaton. Although it won't lower rates immediately, it would remove from law a provision that, beginning in 2007, permits phone companies to raise rates up to 20 percent each year without seeking state approval.

The legislation had been stalled over a proposal to expand the role of the public counsel's office in the Public Service Commission. The legislation that passed includes language broadening the pulbic counsel's authority.
