About 1,100 fishermen hold federal “reef fish” permits that allow them to sell grouper caught in the Gulf of Mexico, but only about 930 had grouper landings in 2004. A few dozen used traps or spear guns. The rest fished horizontally with long-lines or vertically with rods and reels or bandit rigs.
