New project indicates hope despite dull market

A new 780-unit development called Stanley Meadows is being considered by the county's planning committee.

The residential market may be in its darker days, but the new homes are still coming.

County filings show a new 780-unit, 151-acre development, Stanley Meadows, scheduled for rezoning hearings at Pasco's planning commission on Sept. 13.

Just south of Zephyrhills city limits, Stanley Meadows sits north of Chancey Road and west of Ryans Lane, cobbled out of a collection of properties formerly owned by the Zephyrhills Colony Co.

The development is outside the city's jurisdiction, but it speaks of growing market interest in the Zephyrhills area.

"We're the new frontier in terms of migration from Hillsborough going north," said Steve Spina, the Zephyrhills city manager. "There's been a lot of development in State Road 54 corridor, and now it's just getting a little more east."

At Stanley Meadows, developed by Lukance Holdings Inc. of Sebring, what is currently cattle pasture promises to become a mix of 451 single-family and 329 multifamily units, with 1.2 acres of commercial space.

An internal e-mail from county staff members noted that the area is known for flooding and asked for the development's stormwater collection system to be designed with that in mind.

Lukance's president, Patrick High, did not return a phone call for comment Tuesday.

The broader market may be faltering in its growth spurt, but Stanley Meadows signals some confidence among developers that it would regain its footing fast. The development is the second major residential proposal in a month in east Pasco.

In July, the Streck family applied to develop 747 homes on 259 acres of the former Links at Valley Oaks golf course, about a mile east of Zephyrhills. F. Carl Streck II had said at the time that he believed the market would turn around in a year.
